The Statue of Liberty above the word "Liberty" in red script lettering. We have seen a number of these plates in south central Texas, and believe they may be from Austin's famed "Liberty Lunch" which, although it has retained its historic name, survives today as a live music venue. A wonderful logo, no matter the source.
